The focus of this policy brief is to consider what safety nets exist to protect the poor from the burden of health care costs, and what other options will contribute to achieving the laudable goals outlined in the FMOH 2006 health financing policy. As free maternal and child health care (MCH) is receiving considerable policy attention at present, particular attention is paid in this Brief to this option. Other safety nets which are examined include:

  • Deferral and Exemption Schemes
  • Emergency Transport and Loan Funds
  • Subsidised Emergency Obstetric Care
