There are very few tools available that demonstrate how to implement a Minimum Service Package (MSP) or how it is intended to function. The PRRINN-MNCH programme of support to several Nigerian states has developed a series of three guides that include tools to define, develop and calculate costs for an MSP, as well as a software programme to determine human resource requirements.
